Biography

Dr. Blay-Tofey developed an early interest in psychiatry through a fascination with how people make decisions and how emotional patterns shape behavior over time. This interest deepened through mentorship and clinical training that emphasized both scientific rigor and a nuanced, narrative understanding of the human experience.
He has contributed peer-reviewed publications and scholarly presentations in areas including violence and health outcomes, decision-making science, and digital psychiatry, and remains actively engaged in academic and professional discourse. His research experience includes work at the National Institute of Mental Health (NIMH), where he studied how mental health conditions influence decision-making, metacognition, and uncertainty using computational psychiatry methods. His work has focused on understanding how distortions in confidence, risk perception, and emotional regulation contribute to psychiatric symptoms across diagnoses.
Recent projects include the development of digital mental health tools using emerging technologies to improve access, personalization, and engagement in care. He is also a member of the American Psychiatry Association Committee on Telepsychiatry and Mental Health Information Technology.
